Hazardous and Toxic Materials, hereinafter abbreviated as B3, are chemicals needed in the production process, both as main ingredients and auxiliary materials. As a chemical, B3 has the potential to endanger the environment and human safety if its use is not managed properly. To prevent or minimize risks to human health and impacts on the environment, B3 transfer activities starting from import to users or through transportation/circulation activities using land, air, or sea transportation modes, need attention so that the impacts that may occur can be anticipated from the start.

B3 circulation, especially land transportation, control carried out by the government is through traffic control and B3 transportation with a permit issued by the Ministry of Transportation based on the B3 Transportation Recommendation from the Ministry of Environment and Forestry. The legal basis for the application of B3 control through licensing is as follows:

B3 transportation is the activity of moving B3 from one place to another using transportation facilities. In transporting B3, attention must be paid to the compatibility of the B3 symbol and label with the material being transported
